Financial department of social security deputy director Song Qichao today introduced that in 2016, the fiscal health expenditure budget will reach 1236.3 billion RMB, with an increase of 3.7% compared to 2015. It’s also 1.3% higher than the national fiscal expenditure growth rate.
Song Qichao introduced that since the start of medical reform in 2009, financial support is trying to adjust investment structure and is constantly increasing. According to statistics from the government, from 2009 to 2015 the total governmental health input reached 5640 billion RMB and average annual growth rate reached 20.8%, which is 4.8% higher than the national fiscal expenditure growth rate in the same period. In 2008, health expenditure accounted for 5.1% of the total fiscal expenditure, however it’s 6.8% in 2015.
Among them, total central fiscal health expenditure reached 1570 billion RMB with an average annual increase of 21.9% and is 9.8% higher than the central fiscal spending over the same period. Health care spending increased from 2.35% in 2008 to 4.23% in 2015 of the total central governmental expenditure.
Song Qichao stated that in 2016 the national financial general public budget revenue increased only 3%. In spite of this, all levels continue to focus on health care as the key area of financial support. National fiscal health expenditure budget arranged 1236.3 billion RMB in 2016, increased by 3.7% compared to that of 2015 and is 1.3% higher than the increase rate of national fiscal expenditure budget in the same period. Among them, central governmental support allocated 373.1 billion RMB with an increase of 9.3% compared to 2015, 3% higher than the increase rate of central government expenditure budget over the same period.
