Healthy China Initiative (2019-2030) Policy Interpretation

To further promote the construction of a Healthy China planning a new "construction plan", the State Council issued the "Healthy China Initiative (2019-2030)", the program focuses on the current major health problems and factors affecting the two core disease prevention and health promotion.

 


The Health China Initiative sets out the goal that by 2022 and 2030, the level of mental health literacy among the population is expected to rise to 20% and 30%; the prevalence of anxiety disorders and the rising trend of depression will slow down.

 

The person in charge of the National Health and Wellness Commission pointed out that special actions are carried out especially for four key groups of people: women, infants and children, primary and secondary school students, workers and the elderly, to respond positively to the special problems faced by these people and to carry out comprehensive interventions, which is also one of the highlights of this Health China Action.

 

Under the goal of significant improvement in the health status of key populations, a single medium- and long-term target to 2022 and 2030 shows determination and demonstrates confidence in:

-- Infant mortality rate to be controlled at 7.5 per thousand and below and 5 per thousand and below, respectively, and maternal mortality rate to be reduced to 18/100,000 and below and 12/100,000 and below, respectively.

-- National student physical health standard attainment good rates of 50% and above and 60% and above, respectively. The overall myopia rate among children and adolescents nationwide strives to reduce by more than 0.5 percentage points per year, and the rate of new onset myopia decreases significantly.

-- The number of new cases of pneumoconiosis reported by workers with less than 5 years of dust catching experience as a percentage of the total number of cases reported in the annual report to achieve a significant decline and a sustained decline.

-- The incidence of disability among the elderly aged 65 to 74 has decreased, and the prevalence of dementia in old age among those aged 65 and above has decreased in growth rate.

 

Data show that cardiovascular disease is currently the first cause of death in China, about every 10 seconds there is a person died of cardiovascular disease. As one of the most dangerous diseases among cardiovascular diseases, stroke is an important cause of death and disability among adults in China, with high incidence, disability, mortality and recurrence rates.

 

As the disease spectrum of Chinese residents continues to change, the Health China Initiative clearly indicates that it will implement prevention and treatment actions for four major chronic diseases: cardiovascular diseases, cancer, chronic respiratory diseases and diabetes, focus interventions on the outstanding issues in the prevention and treatment of major diseases, and give guidance and suggestions to the public in terms of self-health management, diet and exercise and other lifestyle aspects.
